The Council of the Institution of Engineers Australia (now known as Engineers Australia) discussed the idea of establishing a Hong Kong Chapter back in 1999. Preliminary discussions with Mr. Ken Barley, Dr. Samuel Chan, Dr. Albert Poon, Mr. Timothy Chan and Prof. Daniel Chan were held in Hong Kong. Due to financial constraints at the time though, funding was not available for the establishment of a Chapter. In 2001, with the assistance of Ms. Cynthia Lee (Manager of International Operations, Engineers Australia) and support from Dr. Peter Greenwood (National President of Engineers Australia at the time) and Council members of Engineers Australia, approval was granted for the establishment of a Hong Kong Chapter.
The Hong Kong Chapter was officially launched on 22 January, 2002 in the Chiang Chen Studio Theatre at the Hong Kong Polytechnic University. There were about 150 people in attendance at the launch including Engineers Australia members and guests. Dr. Peter Greenwood flew into Hong Kong from Australia and Mr. David O'Leary (Consul General of Australia in Hong Kong at the time) was the first Patron. Ir Dr. The Hon. Raymond Ho, Legislator for Engineering Functional Constituency and Mr. John Faulkner, Managing Director of Leighton Asia Ltd. gave speeches at the launch.
